The Cheshire Lines Committee was formed in 1866 as a partnership between the Manchester Sheffield and Lincoln Railway, the Great Northern Railway and the Midland Railway to give all three companies access to the lucrative markets around Manchester and Liverpool. The company operated 143 route miles which included its own line from Manchester to Liverpool.
