Pipe Line Under the Ocean (PLUTO). A "Conundrum"
Originally named "Pipe Line Underwater Transportation of Oil", PLUTO was developed for Operation Overlord, the Allied invasion of Normandy in 1944, from the concern that the enemy would destroy port facilities before the ports were captured by the Allies, and thus delay the military advances for lack of supplies, which included oil. Thus it was envisaged that a pipeline would be laid from Dover under the English Channel to Cherbourg,
